According to the law of modifying the title of the Ministry of Road to the Ministry of Road & Transportation ratified on July 1994, activities related to statewide transportation affairs were at the outcome undertaken by Statewide Transportation Coordination Organization & consequent establishments were entrusted to Deputy of Transportation.
Based upon article (1) of the Supreme Administrative Council ratification through merging the duties of Deputy of Transportation affiliated to the Ministry of Road and Transportation with the duties and powers of Public Terminals Private Joint Stock Company of Goods Transportation Vehicles, the State Transportation and Terminals Organization was established On Nov. 6, 1994. In the aforesaid ratification, the reasoning behind establishment of the organization is stipulated as follow:
