- Developing multi dimensional, compound and container transportation and performing relativity at road transportation.
- Developing the infrastructure of section which are based on transporting request and confirming the technical-economical interpretation, canceling bottle-neck that limited speed, capacity, and safety, and also using profitable technology at the existence networks in order to increase the productivity and capacity.
- Using equipments and fleet with new technology at road transportation and allocating the acquired resources from economy dilapiated fleet and power consuming (reducing the environmental pollution and increasing safety).
- Developing and improving informational technology, amending the methods, mechanizing the systems and also providing electronic exchange of information.
- Developing social security, completing and generalizing the insurance coverage in different road transportation activities.
- Improving the scientific and practical studies and researches in different road transportation activities for making better the management system, executive planning, monitoring, and optimal allocation of resources.
- Decreasing the executive period of infrastructure, maintaining, and exploiting (developing and renovating boats) projects.
- Reforming the existence human resources, attracting, preparing and organizing the specialized resources in the field of road transportation.

Article 127:
It is allowed to the Ministry of Road and Transportation to act as follow:
- According to this article that is provided by ministries of Economic Affairs and Finance, Road Transportation, and Planning and Budgeting Organization, and proved by the council of ministers, the minister of Road and Transportation can sell or rent the parts of machineries, equipments, and places which are surplus according to the policies of assignment, to the contractors or Cooperation maintenance companies which are authorized.
- According to the article that is based on the recommendation of mentioned minister and official affairs and employment organization of the country, representing the proportion of increase and adjusting the human resources to the council of ministers. The required financial resources for amending the structure of human resources is provided according to decrease the above in charges at paragraph (a) in this article in the form of annual budgeting bills.
Article 131:
It is allowed to the road transportation and terminals Organization to assist in providing fleet, interurban road transportation fleet, and constructing good and passanger terminals and enroute welfare and service complex by private section that cooperatives and sacrifices are prefered, from the internal resources in forms of the administrated cashes at banks for financing the bank credit facilities, and paying the differences of interest rate from internal resources. The amount of mentioned funds consists of the credit related to the payment of the difference of interest rate in mentioned organization annual budget at the organization.
Article 132:
For financing the required financial resources for developing, maintaining, and exploiting of road transportation affairs, it is allowed to the road transportation and terminals organization of the country to act as follow:
- Paying charges for transporting goods and passengers on the roads of the country according Ton-Kilogram and person-Kilogram. The amount of this charge is determined annually by the recommendation of the general meeting of road transportation organization and terminals of the country, and confirmation of economic council.
- Maximum of 50 Rials for per Ton-Kilogram good transportation inside the country is received from those international transporting companies that transports goods, with the confirmation of minister of Road and Transportation through the border offices.
- 100 percentage of the technical structure and infrastructure establishment damages that caused by unexpected events and natural disasters, may be paid by government, if it has the ability of affording it.
- All of the receipts which are mentioned in this article, are deposited to the account of Road transportation and terminals organization of the country through the treasurership general, in order to consumed as an annual budget of the organization.
